Abertura de procedimento concursal para o preenchimento de dois postos de trabalho na carreira e categoria de técnico superior da área de observação meteorológica, conforme caracterização no mapa de pessoal do Instituto Português do Mar e da Atmosfera, I. P. (IPMA, I. P.), na modalidade de contrato de trabalho em funções públicas por tempo indeterminado.
1 - Nos termos do disposto nos n.os 1 e 3 do artigo 30.º e no artigo 33.º e seguintes da Lei Geral de Trabalho em Funções Públicas (LTFP), aprovada em anexo à Lei n.º 35/2014, de 20 de junho, conjugados com os artigos 3.º, 4.º e 19.º da Portaria n.º 83-A/2009, de 22 de janeiro, alterada e republicada pela Portaria n.º 145-A/2011, de 6 de abril, torna-se público que, por despacho do Presidente do Conselho Diretivo do IPMA, Jorge Miguel Alberto de Miranda, de 11 de maio de 2018, se encontra aberto procedimento concursal para o preenchimento de dois postos de trabalho na carreira e categoria de Técnico Superior, do mapa de pessoal deste Instituto, para o exercício de funções em regime de contrato de trabalho em funções públicas por tempo indeterminado.
2 - Em cumprimento do disposto no n.º 1 do artigo 265.º da LTFP e no artigo 24.º da Lei n.º 80/2013, de 28 de novembro, regulamentado pela Portaria n.º 48/2014, de 26 de fevereiro, foi ouvida a entidade gestora do sistema de valorização profissional (INA) que declarou a inexistência de trabalhadores com o perfil requerido.
3 - Para efeitos do estipulado no n.º 1 do artigo 4.º da Portaria n.º 83-A/2009, de 22 de janeiro, na sua versão mais recente, e na alínea c) do n.º 2 do artigo 2.º do Decreto-Lei n.º 48/2012, de 29 de fevereiro, declara-se não estarem constituídas reservas de recrutamento no próprio organismo, tendo sido consultada a Direção-Geral da Qualificação dos Trabalhadores em Funções Públicas - INA, na qualidade de Entidade Centralizada para a Constituição de Reservas de Recrutamento (ECCRC), tendo a mesma declarado a inexistência de candidatos com o perfil adequado aos postos de trabalho a preencher.
4 - O prazo de apresentação de candidaturas ao presente procedimento é de 10 (dez) dias úteis, contados a partir do dia seguinte ao da publicação do presente aviso na Bolsa de Emprego Público (BEP).
5 - Descrição sumária das funções: Realização contínua da observação meteorológica do aeroporto e da sua vizinhança, visual e instrumentalmente para difusão externa e interna e posterior controlo da sua qualidade; controlo contínuo de qualidade dos parâmetros meteorológicos fornecidos pelo sistema integrado de observação (SIO); preparação de informação meteorológica para apoio aos voos em rota; briefings e fornecimento de documentação de voo aos utilizadores aeronáuticos; partilha de informação meteorológica com outros centros meteorológicos; instalação, exploração e manutenção de estações meteorológicas automáticas e clássicas; desenvolvimento e aplicação de métodos e técnicas de análise de observações meteorológicas; processamento de informação meteorológica para fins climatológicos; aplicação de procedimentos e práticas de gestão da qualidade; acompanhamento de situações meteorológicas através da análise de campos meteorológicos, interpretação de observações de superfície, aerológicas, informação radar e de satélites; elaboração de estudos e pareceres técnicos e colaborar em ações de formação.
6 - Local de trabalho e horário de trabalho:
6.1 - Centro Meteorológico para a Aeronáutica de Faro, Aeroporto de Faro - Apartado 2020.
6.2 - Regime de turnos.
7 - Posição remuneratória de referência: correspondente à posição e nível remuneratório detidos na categoria de origem, em conformidade com o disposto no n.º 1 do artigo 20.º da Lei n.º 114/2017, de 29 de dezembro - Lei do Orçamento do Estado para 2018
8 - Requisitos de admissão previstos no artigo 17.º da LTFP:
8.1 - Nacionalidade Portuguesa;
8.2 - 18 anos de idade completos;
